How locations and restrictions are verified
Colorado Patriot Map is an informational locator for adults 21 and older. The first publication scope is flavored nicotine pouches. It evaluates each published storefront coordinate against every overlapping pouch restriction in the reviewed dataset. An unrestricted jurisdiction and a tobacco license do not prove that a favorite brand or flavor is currently in stock.
What the map does
The licensed-store and routing coverage is Colorado only. Restriction overlays use official Colorado DOLA municipal geometry, including Boulder and Keystone, plus an official county boundary for unincorporated Pitkin County. As out-of-coverage legal context, California and Massachusetts are colored entirely red because both prohibit ordinary retail sales of flavored nicotine pouches statewide. No licensed locations are collected or shown in those states. Boulder and Keystone are correctly treated as flavored-vape restrictions rather than nicotine-pouch bans.
The retailer audit starts with the Colorado Liquor and Tobacco Enforcement Division’s structured Excel report dated August 7, 2026. The matching PDF is used only to visually check representative rows; its page coordinates are never used to reconstruct data columns. Delivery permits and the large-operator administrative record are excluded before storefront screening.
All 4,719 unexpired consumer-retail licenses are accounted for. Of those, 4,456 have a conservatively accepted address coordinate and 263 remain in an explicit unresolved audit file instead of receiving a guessed pin. Geocoding produced 3,128 exact Census matches, 1,108 non-exact Census matches whose premises number still agrees with the state address, and 220 strictly checked OpenStreetMap fallbacks.
Which licensed stores appear
The public map publishes 4,341 geocoded businesses with a current Colorado off-premises or indoor age-restricted tobacco retailer license after reviewed nonstorefront and nonstandard locations are removed. Gas stations, convenience stores, smoke and vape shops, liquor stores, pharmacies, groceries, and other ordinary retailers remain eligible. Walgreens locations are included as Other because they hold current retailer licenses; that license still does not guarantee flavored pouch inventory.
Another 115 geocoded licenses are suppressed because their names or individual review identify an importer, wholesaler, distributor, manufacturer, online or delivery business, cigar bar, casino, private club, hotel, restaurant, bar, cafe, pub, golf facility, or similar nonstandard retail venue. Paykoc Imports and Oriental Import are explicit reviewed exclusions. Reviewed removals also include 32 private, hospitality, entertainment, bar, cafe, pub, and golf locations from the statewide pass, followed by 6 Gopuff delivery/fulfillment facilities and 18 additional Denver-area on-premises venues.
Stores are grouped into five practical filters: Freedom Fuel, Convenience, Smoke / Vape, Liquor, and Other. Obvious store names supply the default, while reviewed location evidence resolves ambiguous cases. A 7-Eleven is classified as Freedom Fuel only when its official location record lists Fuel; otherwise it remains Convenience. The category helps with errands; it is not evidence that a particular pouch is in stock.
How stops are ranked
“Closest stop” and “Along my drive” use road-network routing behind the scenes to order eligible locations. These calculations are never displayed in the interface. The primary provider is OpenRouteService when configured; otherwise the app uses OSRM’s OpenStreetMap-based road network. Apple Maps, Google Maps, or Waze provides current navigation information after you select a stop.
Privacy
Location is requested only after you tap the location button. The application does not persist your coordinates, start, destination, searches, or map movements. Route and search requests are processed transiently. Navigation links hand you off to the selected provider, whose privacy policy then applies.
